ABSTRACT

”D&D” is the act of decontamination and decommissioning a facility for further action reuse, demolition, or another purpose. Decontamination stabilizes the area by taking a material and removing it from an unwanted place and placing in a more controlled situation. Decommissioning is the act of transitioning an area, facility, or site out of its current or previous operations or mission and placing it into a new state. The term D&D can not 590only apply to the nuclear industry but to remediation of areas, chemical industries, construction industries, military actions, environmental actions, and large or small business actions as well. The definition of decontamination does not necessarily denote treatment or the stabilization of the material. One may presume that the material is unstable prior to decontamination but that is not normally the case. The act of decontamination generally poses the greatest hazard to the worker and the environment. The methods, controls, and actions taken during the movement of contaminated material must be made in a planned, controlled, and protected manner.
