Abstract

With the completion of the design work, a project moves to the construction phase. Construction needs to be planned and programmed, where programming is the timing of each step in the construction project. Budgets need to be established and tracked. If the project work is to be performed by a contractor (rather than being carried out by the road authority or road owner), contract documents need to be prepared, the project advertised and put out to tender, contractors’ bids received and evaluated, and the project awarded to the successful bidder. Risks of delays and cost overruns need to be addressed. Equipment, material, and labor requirements need to be determined.
