Abstract

Whatever the type of pavement or road under consideration, the salient problem is that the budget available for roads will always be insufficient. Therefore, rational methods for controlling expenditure on road construction, maintenance, and rehabilitation are needed. One of these three aspects of road work must not be favored over another. A balance must be struck as the engineer or manager responsible for the road assets attempts to obtain the greatest benefit from the funds that are available.
