ABSTRACT
The why of having a safety and health program takes some degree of explaining since many individuals and employers view such an endeavor as a paper game or just a waste of paper. It also takes time for the employer to put his/her safety and health program in writing. The following two statements indicate why a written safety and health program is a desirable undertaking by an employer.
