ABSTRACT
What is the difference between Response to Intervention (RTI) and Multi-Tiered Systems of Support (MTSS)? Some researchers and academics use these two terms interchangeably, while others contend that they have different meanings. As Hallahan points out in the foreword of this volume, the terms MTSS and RTI mean different things to different people, and little consensus exists about a clear distinction between the two. In this chapter, we offer an alternative view, in an attempt to clarify the meaning of RTI and MTSS and provide a lexicon of these terms.
