ABSTRACT

Relatively little is known about the operation of legacy in the longer term because there have been few sustained attempts to capture, analyse and understand outcomes over such a period. This is in part because legacy management practices and protocols are still evolving. The International Olympic Committee’s (IOC) Guide on Olympic Legacy, for instance, only appeared for the first time in 2009. However, an increased IOC emphasis on legacy in the past few years (see below) has elevated the importance of legacy.
