ABSTRACT
The first part of this chapter will look at the relation between democracy and human rights considered as constants, and will seek to identify the main points of convergence and divergence respectively between them. Establishing the character of their relationship will be a necessary precondition for understanding the different ways in which it plays out in the course of democratization, considered as a process. This will form the subject of the second part of the chapter.
