ABSTRACT

Many states have come to regard the expertise and research of the higher education sector, as an invaluable resource in addressing the pressing global issues that confront them, especially when these are beyond a single country’s capacity to resolve. Given the educative function of academe and its potential for enhancing the knowledge and understanding of the Intelligence Community (IC) as well as its contribution to informed and factual public discussions of intelligence and security issues, it is perhaps surprising that the relationship between the two in Canada is not closer. This chapter probes the contributory factors which have shaped the relationship between ‘spies and scholars’ and looks ahead to possible future developments.
