When considering the role of international context in explaining domestic political responses, Peter Gourevitch’s ‘second image reversed’ perspective appears particularly applicable to Latin America, 1 in which he reflects on Alexander Gerschenkron’s analysis of international economics as a means to explain Latin America’s arrested political development, particularly the persistence of authoritarian leaders. 2 This analytical framework is also appropriate in the study of Latin American defence politics and regional security co-operation as a response to the broader international security environment.
