ABSTRACT

Nuclear issues have been inherently difficult for policymakers, and present challenging conflicts of interest when balanced against other nuclear policy roles. Do policies dealing with the future nuclear weapons complex upset established policies within the nuclear nonproliferation regime? In tightening controls because of concern over nuclear terrorism, do policymakers dampen a possible ‘renaissance’ in nuclear energy? And what are the consequences of not solving the nuclear waste abatement issues on the other nuclear arenas?
