ABSTRACT

For fi ve decades, the most frequently used term was mental retardation. For example, it was the most frequent of the 66 terms found in the literature (Sandieson, 1998). Polloway, Patton, Smith, Antoine, and Lubin (2010) reported that 27 states used mental retardation for educational purposes. Bergeron, Floyd, and Shands (2008) confi rmed those fi ndings as they reported this term was used by 53% of the states. Thus, while the fi eld continues to explore terminology, it is apparent that the implementation of these changes varies dramatically across the states.
