ABSTRACT
We start our consideration of federalism in independent India by contrasting the formal characteristics and political dynamics of an “old” or founding federalism with those of a “new” or post-1990s federalism. We begin with the federalism that emerged from the writing of the 1950 constitution by the constituent assembly that sat between 9 December, 1946 and 26 January, 1950, when the constitution came into effect.
