ABSTRACT
In the last three years of his life Dr. Martin Luther King Jr., seeking a way to overcome the despair and powerlessness that exploded into the streets during unprecedented urban rebellions, said that what our young people needed “in our dying cities” was “direct action programs,” programs to change themselves and, at the same time, programs that would revitalize their environments.
