ABSTRACT

In 2015, the “Quality Infrastructure Partnership Plan” (hereinafter referred to as “this plan”) was proposed by Shinzo Abe (chancellor of Japan): strengthen private finance; improve cooperation among Japan International Cooperation Agency (JICA), Asian Development Bank (ADB) and Japan Bank for International Cooperation (JBIC); realise an investment on high-quality infrastructure in Asian areas; and make the infrastructure benefit economy, society and environment. Since the Belt and Road Initiative was proposed in 2013, Japan has not officially stated its attitude of support for a long time. From the end of 2017, support for the Belt and Road Initiative started to be stated by Chancellor Shinzo Abe. With a huge cooperation space in the economic field, both opportunity and challenge are faced by China and Japan in realising an alignment between this plan and the Belt and Road Initiative.
