ABSTRACT

On September 7, 2017, in the keynote speech at the 3rd East Russia Economic Forum in Russia, the New Northward Expansion Policy was first proposed by Moon Jae-in (President of South Korea), which is developed on the basis of the Eurasia Initiative which was proposed by Park Geun-hye (former president of South Korea). Through various infrastructures between South Korea and Eurasian countries (e.g. traffic, logistic and energy), this policy realises the following objectives: create a new growth impetus for South Korea’s economy, seek a common prosperity and realise peace/stability in the Korean Peninsula and even the Eurasian continent. This policy is new in the following aspects: preventing and overcoming contradiction in the age of a new Cold War; supporting North Korea in reforming, opening-up and merging into the international community; emphasising the active participation of the people and the main backup force of governments; boosting multilateral cooperation through such medium as combustible gas and power; and laying a peaceful foundation for Northeast Asia by expanding mutual dependence.
