ABSTRACT

President Xi Jinping’s proposal to build the Belt and Road is a choice to follow the trend of the times and the general trend of international and domestic development. The first part of the Vision and Actions on Jointly Building Silk Road Economic Belt and 21st Century Maritime Silk Road (hereinafter referred to as the Vision and Actions) promulgated in March 2015 explained the triple historic background under which the Belt and Road Initiative was proposed: on the global scale, the world economy is recovering slowly and global development is uneven, so it is necessary to seek a new model of global governance; on the regional scale, a complex interconnected network necessary for deep integration has not yet been established, and regional cooperation needs new breakthroughs to support regional win–win cooperation among different countries; as far as China itself is concerned, after more than 40 years of reform and opening up, the Chinese economy is now deeply integrated with the world economy, but to achieve the “Two Centenary Goals”, 1 China needs to continue to open up and deepen cooperation with countries around the world.
