ABSTRACT

Policy coordination is the main point of the “Belt and Road Initiative” and ranks the first among five types of connectivity. In March 2015, China’s State Council authorised the release of Vision and Actions on Jointly Building Silk Road Economic Belt and 21st Century Maritime Silk Road, which places special focus on policy coordination, connectivity of infrastructure, unimpeded trade, financial integration and understanding between people. Enhancing policy coordination is an important guarantee for implementing the Initiative. We should takes as our chief means of enhancing policy coordination by promoting intergovernmental cooperation and building a multi-level intergovernmental macro policy exchange and communication mechanism; we should take as our primary objective to expand shared interests, enhance mutual political trust, and reach new cooperation consensus; we should take as our main principle that countries along the Belt and Road may fully coordinate their economic development strategies and policies, work out plans and measures for regional cooperation, negotiate to solve cooperation-related issues and jointly provide policy support for the implementation of practical cooperation and large-scale projects.
