ABSTRACT

In October 2017, the report of the 19th CPC National Congress clearly stated that China will “promote the building of new-type international relations featuring mutual respect, fairness and justice, and win–win cooperation”. Although this is not the first statement about the “new-type international relations” in an important document, the change in the attributes of “new-type international relations” is still very noticeable. On the one hand, mutual respect, fairness and justice were only used in statements about the relations with a part of countries in a part of China’s diplomatic policies in the past. A systematic perception was created this time. On the other hand, after the Party’s 18th National Congress, China has repeatedly used “new-type” to summarise the international situation and the new meaning of China’s diplomacy. The contrast of China’s leading comprehensive national power and US and other Western countries’ declining willingness to shoulder international responsibilities raises global concern about the future trend of the international order.
