ABSTRACT

In October 2013, at the 21st APEC Economic Leaders’ Meeting held in Bali, Indonesia, 3 topics were discussed: Bogor goal, connectivity and sustainable and fair growth. Then, connectivity formally entered the agenda of APEC, and became a breakthrough point for boosting the Asia–Pacific regional cooperation. At this conference, 3 connectivity pillars of hardware, software and people exchange were proposed to realise the objective of a seamless overall connectivity and integrity of Asia–Pacific region. Moreover, 2 achievement documents were passed: APEC Connectivity Framework and APEC Multi-Year Plan on Infrastructure Development and Investment. In September and October 2013, the cooperation initiative to construct the New Silk Road Economic Belt and the 21st Century Maritime Silk Road was proposed by Xi Jinping, Chairman of China in Kazakhstan and Indonesia, respectively. The Belt and Road Initiative mainly aims to promote the construction and connectivity of infrastructure, and realise a linking and synergic development.
