ABSTRACT

“Global governance” refers to the settlement of global issues through binding international rules in order to maintain a normal international political and economic order. On May 14, 2017, Xi Jinping stated in a keynote speech at the Belt and Road Forum for International Cooperation that “Deficit in peace, development and governance poses a daunting challenge to mankind”. 1 The “deficit in governance” proposed by Xi Jinping vividly depicts the phenomenon that more and more global problems are emerging, but the global governance capacity of the existing international order and the existing global governance aspirations of major countries are declining.
