ABSTRACT

On September 7, 2016, at the 27th ASEAN Summit, the Master Plan on ASEAN Connectivity 2025 (hereinafter referred to as “this plan”) was passed. This plan will become a part of “Kuala Lumpur Declaration of ASEAN 2025: forging ahead together”, and also the subsequent document in the Master Plan on ASEAN Connectivity 2010. As an overall objective, this plan aims to establish an merged, linked and integrated ASEAN and improve the competitiveness, inclusiveness and cohesiveness of ASEAN. A connectivity of ASEAN is also a fundamental means to boost the formation of the SEAN Community of political security and mutual trust, regional economic merging and sociocultural exchange. In this plan, 3 pillars are set: infrastructure connectivity, such as transportation, information, energy and telecommunication technology; institutional connectivity, such as the liberalisation of trade, investment and service; and people-to-people connectivity, such as education, culture and tourism. Moreover, 5 priority strategic fields are specified: sustainable infrastructure, digital innovation, seamless logistics, excellent supervision and people flow.
