ABSTRACT

Since the Belt and Road Initiative was released in 2013, there has always been a worry about its potential influence on climate change. The coal-fired power plant with China’s participation attracted special attention. Up to the end of 2016, China has participated in 240 such plants, including 106 plants being planned or under the construction stage in 25 Belt and Road countries. Because the objective of the Paris Agreement (hereinafter referred to as “this agreement”) can only be realised by greatly reducing global emissions, there is still an important problem: are the ambitious projects of the Belt and Road Initiative the start of a new green development mode or just a promoter of incontinent growth? A clear answer is given in the Belt and Road Initiative.
