ABSTRACT

In order to promote its member states in organising and coordinating the infrastructure construction, the Western Balkan 6 Summit was held by the South-East Europe Transport Observatory (SEETO). In addition, the Western Balkan Summit was at a larger scale. At these 2 summits, a series of connectivity agendas had been proposed by the Western Balkan, which was generally called the “Western Balkan 6 Connectivity Agenda” (hereinafter referred to as “this agenda”). “Six Western Balkan countries” means the Western Balkan countries without EU accession: Albania, Serbia, Montenegro, Bosnia–Herzegovina, Macedonia and Kosovo. The Steering Committee of SEETO is composed of representatives of these 6 countries. The enlarged Western Balkan Summit was also attended by EU member states in the Western Balkan area and other relevant countries, including Croatia and Slovenia inside the Western Balkan area; and Germany, Italy, Austria and France outside this area.
