233There was a time when the world’s nations wanted to expand their population base, and used to attract settlers; at that time the resources available were far greater than those needed for a good standard of living to be enjoyed by the populace. Initially it took many years for the global population to reach the 1 billion mark, but now it has grown sevenfold, and currently it stands at about 7.6 billion. Today, the world at large is experiencing an unprecedented level of population growth which is of considerable concern to the policy analysts, for the greater the population, the more shrewd and responsible must be the budget allocations and channels of expenditure.
