ABSTRACT

Pakistan has one of the world’s worst profiles in human development owing to its chronic neglect of social factors. Out of the 775 million illiterate adults globally 50 million are from Pakistan – the third highest level of illiteracy in the world, 1 with a literacy rate of 60 per cent for those aged 10 years and above. Indeed, the country’s illiterate population of 15 years and above today is more than the population of the country at the time of independence.
