ABSTRACT

With the approval of its Security Strategy, the European Union adopted a broad perspective that acknowledges the fact that its internal and external security is connected to the protection of human rights, democracy and the rule of law in the international community and in neighbouring countries. Under this approach, the EU will roll out several political and diplomatic tools with the aim of contributing to the reinforcement of international security. We consider that Election Observation Missions (EOMs) should be included within these tools, given the essential function that these EOMs are performing in the prevention and resolution of the numerous conflicts arisen in the context of electoral processes.
