When Franklin Delano Roosevelt was inaugurated as President in March, 1933, the world had changed vastly since his defeat as Democratic Party candidate for Vice-President in 1920 by Calvin Coolidge, who had succeeded to the presidency on Warren Harding’s death. Internally, the United States was in a depression that started with a crash in the stock market, led to extensive unemployment, and spread around the world, with further devastating effects on American foreign trade. The last of these effects was accentuated by a new higher tariff.
