ABSTRACT

This chapter documents development of Mongolian civil society since the collapse of the Soviet Union, focusing on environmental movements through Dulam’s ethnographic research. He argues that civil society or non-governmental organizations (NGOs) are “import machines,” bringing in not only different concepts of civil society, but also a whole range of Western values and norms presented as worthy goals for modern Mongolians. As such, NGOs function as vehicles for cultural imperialism.
