ABSTRACT
A basic function of human society ought to be the equitable provision of accessible healthcare to all persons. Indeed, many health and human rights organizations have declared that, along with other civil rights, healthcare is a basic human right (Commission on Social Determinants of Health [CSDH], 2008). Any discussion of equity in healthcare access, healthcare quality, and ultimately in health should be situated within this moral perspective.
