The right to live a life in the same way as others has been the principle cornerstone in disability policy. The question is whether this objective has been fulfilled in contemporary welfare states, what the possible barriers are and how persons with disabilities live in different welfare states. Possible instruments to promote the objective include redistributive measures (e.g. income transfers, other cash benefits and provision of services) and social regulatory measures (e.g. non-discrimination and accessibility legislation).
