Abstract

Organizations develop and access the talent that they need in the context of a complex and changing socioeconomic environment. To guide research on macro talent management (MTM) at the country and city level, a rigorous analytic framework is needed. The previous Chapter 8 provides such a framework, built around the concept of talent competitiveness (TC), defined as the set of policies and practices, as well as the enabling context, that allow a country or a city to attract, develop, and retain the human capital that contributes to its prosperity. The stock of human capital in a country is assessed in terms of two different skill-knowledge sets—expertise-based (vocational-technical), and adaptive-generalist skills associated with leadership, entrepreneurship, and innovation.
