This chapter examines the adoption and ubiquity of civic integration policies and mandatory cultural requirements – including language proficiency, country knowledge and a commitment to liberal values – for immigrant entry, permanent residence, and citizenship in Western Europe. It first identifies the widespread adoption of language and civic requirements in Europe. It then turns to the relevant literature to account for this trend by examining and evaluating two central debates: that civic integration represents a convergence of policy across Europe and that these policies replace national models of membership. It concludes by considering the significance of mandatory integration in light of liberal parameters and points to fruitful avenues for new research.
