ABSTRACT

This chapter examines Japan’s foreign policies on global climate change over the past three decades. Japan’s approach to global climate change reflects the different sets of priorities which Japan has emphasised in its foreign policy formation: economic growth, energy security, environmental protection, and international contribution. Japan has sought to take a leadership role in addressing the global climate change challenge, which in contrary has misconstrued within the domain of sustainability. This chapter illustrates Japan’s efforts to reconcile its pursuit of these norms among key governmental actors as well as other stakeholders through three stages.
