ABSTRACT
The international support for a sustainable energy access agenda is calling for unprecedented transformation over the coming decades to promote energy access to billions of people worldwide. However, there are fundamental issues around the policy priorities on which the international agenda is based. This chapter offers a critical review and a systematic framework to develop policy interventions to support the transformation process.
