ABSTRACT
Governance is systems, processes, and actions for developing, enacting, monitoring, enforcin g, and evolving the rules and regulations used by people and social structures to function within society. Disaster risk reduction (DRR) including climate change adaptation (CCA) is a governance system that affects and is affected by other governance systems at multiple space and time scales.
