ABSTRACT

Disaster risk reduction (DRR) including climate change adaptation (CCA) could never remain isolated from other sectors, as outlined in Chapter 1. In implementing the process, many other sectors are involved, intersecting with core principles and turning them into policies and actions. This interaction demonstrates the fluidity of applying DRR including CCA in practice: it must apply to and support disparate areas, connecting directly to basic needs and livelihoods which cannot be fulfilled in the face of disasters.
