ABSTRACT
This chapter addresses the aid dimension of the European Neighbourhood Policy (ENP). Following a brief contextualization of the European Union’s (EU’s) assistance under the ENP, the chapter provides a concise and comprehensive overview of the aid flows from the EU to its eastern and southern neighbourhoods. These two regions have gradually moved up the list of EU aid beneficiaries and now receive a remarkably high amount of aid resources from the EU: in 2014, more than 20 per cent of the Official Development Aid (ODA) granted by the EU institutions went to the 16 ENP countries, compared to 16 per cent in 2007 and 11 per cent in 2000. 2 Thus, although existing research on this topic is relatively limited (Bicchi 2014; Holden 2008; Ratzmann 2012; Reynaert 2011), it is highly relevant to examine aid through the ENP within the wider context of EU external policies, all the more because of the increasingly prominent place of ENP countries among the EU’s ODA beneficiaries.
