ABSTRACT

The European Neighbourhood Policy (ENP) is in constant motion. The latest quest to make the ENP ‘fit for purpose’ (Schumacher 2015) initiated the policy’s third round of revision, whose main contents were presented by the EU’s High Representative for Foreign Affairs and Security, Federica Mogherini, and the Commissioner for ENP and Enlargement Negotiations, Johannes Hahn, on 18 November 2015 (EEAS 2015). The necessity of revision reflects unresolved issues, from the former revision in around 2010/2011, and new demands, stemming from the European Union’s (EU’s) increasingly troublesome neighbourhood, which in turn have not received enough political attention due to internal disputes and other challenges that the EU has been confronted with.
