ABSTRACT
While the problem of poverty is complex and multidimensional, this chapter argues that the root of its persistence in the Philippines is principally political. Solutions to reduce poverty are known but political and business elites have been unwilling to adopt the necessary policies. The chapter further argues that to overcome poverty requires not only the political will of a particular president but a broad-based commitment from various actors to adopt pro-poor policies and programs for an extended period of time.
