Building collaborative partnerships

It is of fundamental importance that local authorities, as part of delivering their planning and other functions, recognise the need to build collaborative partnerships, and have the expertise and tools to do so. This requires a change of culture and attitudes, and the development of skills of communication and negotiation (Forester 1989; Healey 1997, 2006).
