ABSTRACT

In 2014, pro-democracy masses in Hong Kong impressed the world by a 79-day occupation movement in demand of genuine democracy or unfettered elections for the 2017 Chief Executive (CE). Six months after the occupation ended, the democrats in the Hong Kong Legislative Council vetoed the government proposal on the 2017 CE election, claiming that it was undemocratic as candidate nomination was controlled by Beijing. This spelt the temporary end of a transition to full democracy as constitutionally guaranteed for Hong Kong.
