ABSTRACT

Energy efficiency is now an important public policy consideration in most countries in the face of rising world energy prices, increased volatility in global energy supply, and climate change. It is widely considered to be the most practical and cost-effective way to address the issues of “energy trilemma,” i.e. energy security, economic competitiveness, and environmental sustainability. In many countries, including those in Asia, a wide range of measures have been or are being taken to improve energy efficiency across all major energy-consuming sectors in the economy. Naturally, in policy evaluation and performance assessment, the outcomes of these measures preferably should be studied and evaluated in a credible and transparent manner, such as to ascertain whether the intended targets are met. This can be achieved through the design and implementation of a robust accounting system to track and report energy efficiency trends on a regular basis.
