ABSTRACT

The rapid increase observed in non-Annex I emissions primarily is due to their relatively high rates of economic growth. Among the non-Annex I nations, South Korea and China both benefit from increased production competitiveness. The gross domestic product (GDP) of China in 2010 was US$5.88 trillion, which exceeded that of Japan at US$5.46 trillion and was second only to the GDP of the U.S. at US$14.66 trillion (see the World Economic Outlook Database of the International Monetary Fund (IMF)).4 While economic growth is considered to benefit the world, it also can harm the environment. The emission of carbon dioxide – the main GHG – is increasing sharply. In 2010, CO2 emissions by China amounted to 3.47 billion tons, ranking second of 178 countries and for of the Non-Annex I parties.5
