Abstract

Some events take us quite radically by surprise; they hit us unprepared and unveil our vulnerability. The reasons for this are manifold: some events are beyond any type of anticipation; for others, while warning signals existed, they were misinterpreted or not effectively communicated, defense structures were miscalculated and poorly designed or the possibility of low-probability/high-consequence events was systematically underestimated in management practices and strategies.
