ABSTRACT

City Networks (CNs), intended as voluntary organisations formed by local authorities in order to pursue some kind of perceived collective interest/purpose, have been depicted as new coalitions in the Multilevel Governance (MLG) of migration and diversity in Europe and beyond. Yet, studies that empirically assess such hypothesis are still few and the link between CNs and MLG remains under-theorised. In this chapter, I present an analytical framework to make sense of when, how and why CNs can bring about consensus and policy convergence on migration-related politically sensitive issues.
