ABSTRACT
The thesis of this chapter is that the development of theory in political communication harmonizes with changes in scholarly conceptions of security. Both respond to historical changes in the role played by the United States in the international system, to scholarly debate, and to technology. In political communication research, technology includes the nature of the information system and its interaction with the structure of society.
