Views of school vouchers range widely. While typically considered a libertarian market-based response to government control of educational administration, vouchers have also been formulated as progressive tools pegged to family income for equalizing access to quality schooling. From lightly to heavily regulated, voucher systems have thus elicited diverse reactions, both in the United States and abroad. This chapter aims to explain the evolution of different voucher systems and the conflicting perspectives about them.
